amended by HHS' memoranda to OMB. HHS also agrees to modify the
confidentiality assurance language for all such forms used in this
package, substituting "unless otherwise compelled by law" for "to
the extent provided by law" to be consistent with OMB's guidance on
the Statistical Confidentiality Order and to provide greater
protections and assurance for respondents. HHS will consider making
this change in all of its confidentiality assurance language on
forms used for statistical purposes, and report to OMB if the
change is not made across the board as to the reasons why not.

The data collection will be used to
evaluate the effectiveness of the National Youth Anti-Drug Media
Campaign in changing drug abuse-related knowledge, attitudes,
beliefs, and behaviors. The sample universe for the National Survey
of Parents and Youth is the civilian non-institutional population,
aged 9-18 living in the U.S., and their parents or primary
caregivers. The sample universe for the Community Longitudinal
Survey of Parents and Youth is the civilian non-institutionalized
population, aged 9-14 living in the U.S., and their parents or
primary caregivers.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
