Approved consistent with clarifications in NIH memos of 4-12-01 and 4-20-01. NIH shall continue to seek ways to improve response rates. NIH will also study the effect of non-response bias on the results of this study and qualify all conclusions appropriately. Finally, NIH will address the potential of survey bias as described in their 4-20 memo.

The data collection is being used to evaluate the impact of the National Youth Anti-Drug Media Campaign in changing drug abuse-related knowledge, attitudes, beliefs and behaviors. This revision results in a significant reduction in respondents burden while maintaining the primary evaluation objective of measuring the impact of the Campaign on the national population.
