The Tier 2 proposed rule would make
minor amendments to the existing motor vehicle certification
requirements to reflects the proposed NOx fleet-average standard
and emission credits provisions. Product and vehicle test
information supplied by motor vehicle certifiers is used to verify
that testing requirements have been satisfied and to determine that
emission standards have been met. Information on the generation,
use, balance, and transfer of emission credits is used to verify
that emission credits transactions are valid.
On behalf of this Federal agency, I certify that
