Section 302 of the Telecommunications
Act of 1996 provides for specific entry options for entitites
wishing to enter the video programming marketplace; one option
being to provide cable service over an "Open Video System" ("OVS").
On April 15, 1997, the Commission released a Fourth Report and
Order, FCC-97-130, which clarified various OVS rules and modified
certain OVS filing procedures.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
