FCC's Rules and Regulations, part 11 Emergency Alert System (EAS) of the 47 CFR, requires broadcasting stations (FM, AM, and TV) and cable TV systems must be able to transmit and receive at the national level EAS messages. Further, FCC's Rules and Regulations part 11.61 require participating broadcasting stations and cable TV systems to test their EAS equipment weekly.
