Abstract: Information collection requirements will ensure 1) that issuers in the group market comply with HIPAA, including providing individuals with documentation necessary to demonstrate prior credible coverage, notifying individuals about their status with respect to preexisting condition exclusions, and affording them special enrollment rights to which they are entitled and 2) that States and the Federal Government have the flexibility necessary to enforce HIPAA.
