Approved consistent with clarifications and changes described in DOL memos of 1-16-00 and 1-21-00 and revised burden estimate. In its next submission DOL will further reconsider the burden and cost estimates focusing particularly on the hour estimates for particular requirements and the cost of generating MSDS'.

The standard requires all employers to establish hazard communication programs, to transmit information on the hazards of chemicals to their employees by means of container labels, material safety data sheets, and training programs. This action will reduce the incidence of chemical-related illness and injury in the workplace.
