This Further NPRM proposed a consumer education program to ensure that consumers have adequate understanding of technological limitations that can impeded the transmission of wireless 911 calls and the delivery of emergency assistance, thus enabling optimum use of wireless services by consumers and reducing the possibility of tragic delays due to user misinformation.
