amended by ED's memoranda to OMB of 8/25/97 and 9/8/97. Approval
through December 1999 will allow ED to carry out a number of FY
1998 commitments for NSLDS and for enough time to act on a
subsequent PRA approval. ED shall meet the following conditions: 1)
ED will brief OMB on its Data Quality Initiative at the earliest
possible date but no later than November 30, 1997. 2) ED will
introduce the common identifier by January 1999 unless budget
constraints force a delay, in which case ED shall report on the
status of this initiative as part of its next clearance request. 3)
Any changes to the system that require changes in burden estimates
shall be properly accounted for under the PRA. ED will complete its
analysis of the new status codes by the end of FY 1998. 4) ED will
develop an EDI schedule through EASI by the end of FY 1998. 5) ED
shall consult with respondents on the potential overlap between
NSLDS and forms 1130, 799 and 1189. All revisions to eliminate
duplication will be made as soon as possible but no later than the
end of FY 1998. 6) ED will complete its assessment of NSLDS to
ensure Year 2000 compliance by December 1997, and will correct any
deficiencies by September 1998. ED shall report on its progress in
this area as part of its regular quarterly reporting to OMB on
system changes for Year 2000 compliance.

The Department of Education will
collect data from post-secondary schools and guaranty agencies
about Federal Perkins Loans, Federal Family Education Loans, and
William D. Ford Direct Student Loans to be used to determine
eligibility for student financial assistance and for
research.
