Approved consistent with ED's memos and revisions of 5/5/00 and 6/1/00. OMB notes that the 6/1/00 memo indicates that ED decision to add questions on discipline and teacher certification is based in part on new information obtained as a result of the comment period. However, due to the potentially significant burden implications of adding questions to this form, OMB instructed ED to pilot test these new items prior to implementation and to consider the results of the pilot test in the final decision to add the questions. The 6/1/00 memo outline the piloting procedures and the results.

The Elementary and Secondary School Civil Rights Compliance Report is a biennial survey which collects data from schools and school districts on issues, incuding emerging issues, of interest to the Office of Civil Rights, U.S. Department of Education. Data from the Compliance Report is used by OCR to aid in identifying sites for compliance reviews and tracking trends and issues related to civil rights compliance.
