This collection is approved for three years pursuant to 5 CFR Part 1320. OMb notes, however, that there may be operations and maintenance costs associated with the collection of the information that EPA has not included in its burden estimate. Within sixty days, EPA should submit a revised estimate of the cost burden associated with this collection, and an explanation of it. OMB also notes that EPA's burden estimate assumes that there will be no new facilities opened within the next three years. OMB encourages EPA to revisit this assumption when EPA revises the cost burden, and also when EPA resubmits the collection for approval.

The respondents are owners or operators of Shipbuilding and Ship Repair Facilities. Operations covered include: primer and top coat application in manufacturing processes and in ship repair processes. The Administrator has determined that HAP and VOC emissions from Shipbuilding and Ship Repair Facilities cause or contribute to air pollution that may reasonably be anticipated to endanger public health or welfare. In order to ensure compliance with the standards promulgated to protect public health, adequate recordkeeping and reporting is necessary.
