The "American Inventors Protection Act
of 1999" was enacted on November 29, 1999, as part of Public Law
106-113 (Consolidated Appropriations Act for Fiscal Year 2000).
Section 1000(a)(9), Division B, of Public Law 106-113 of this Act
incorporated and enacted into law the provisions of S. 1948 (as
introduced on November 17, 1999 in the 106th Congress), the
"Intellectual Property and Communications Omnibus Reform Act of
1999." (Title IV, subtitle E). The "American Inventors Protection
Act of 1999" amends 35 U.S.C. 122 to provide that, with certain
exceptions, patent applications must be published promptly after
