The R-Value Rule (16 CFR 460) requires
manufacturers and sellers of home insulation products to disclose
the R-value (degree of resistance to flow of heat) to consumers
prior to sale. The Rule also requires home insulation manufacturers
and laboratories to maintain records to substantiate claims.
Sellers making representations concerning fuel or energy cost
savings are also required to maintain records to substantiate
claims.
