The Patent and Trademark Office (PTO)
is required by 35 U.S.C. 41 (i)(1) to maintain a public search
facility to provide patent and trademark collections so that the
public may search for and retrieve information concerning patents
and trademarks. Everyone can use the public search facilities. For
many years, a paper public user ID has been issued to searchers to
identify them as public users. The public user ID was created to
provide a means of identifying users who require additional contact
or subsequent processing. The new ID, a plastic badge with a color
photograph of the user, a bar-coded user number....
