Abstract: On March 14, 1997, the Commission released a Report and Order, FCC 97-86, which permits the establishment of uniform rates across multiple franchise areas on a case-by-case basis upon the Commission's finding that the operator's submission of uniform rate proposal and supporting jurisdiction demonstrates that the proposed rate structure will be reasonable, taking into account all critical factors relevant to its implementation.
