On March 14, 1997, the Commission released a Report and Order, FCC 97-86, which permits the establishment of uniform rates across multiple franchise areas on a case-by-case basis upon the Commission's finding that the operator's submission of a uniform rate proposal and supporting jurisdiction demonstrates that the proposed rate structure will be reasonable, taking into account all critical factors relevant to its implementation.
