This information collection request was withdrawn at the Agency's request. The package submitted for renewal was not sufficient: 1) the Agency failed to follow instructions in the Terms of Clearance requiring that the resubmittal package evaluate the survey method and alternative approaches; and 2) the response rate for past distribution of the survey was extremely low, severely limiting the practical utility of the data. "[Toxicological] profiles are routinely released for public comment prior to finalization. The notices of availability of these documents for comment are published in the Federal Register with each set." This provides opportunity for the Agency to request comment on issues such as the consistency of information and the clarity of discussion. In a previous distribution, the survey questionnaire was inserted into approximately 6,000 toxicological profiles and distributed nationally. A representative sample was not used in this previous submission nor is one proposed in this renewal package. To date, only 105 questionnaires have been completed and returned, for a response rate of 1.75 percent, and no attempts have been made to improve the response rate. Such a low response rate severely compromises the quality and utility of the data. Finally, the Agency failed to adhere to the terms of clearance associated with this Information Collection. Specifically, ATSDR failed to include the Agency's evaluation of the survey method and of alternative approaches.

Reader evaluations of the toxicological profiles provide ATSDR staff with useful and important comments that can be used to improve the profile series for users. ATSDR is requesting a three-year extension for "Information Collection Procedures for Evaluating Toxicological Profiles" (OMB 0923-0200) so that users can continue to provide feedback that will be useful to Agency staff in the development and distribution of the profiles.
