DIRs and VERRs are only required by regulation where certain conditions involving emission defects or voluntary recalls occur. These reports are required by regulation and are submitted by engine manufacturers when it becomes aware of "defects" or after in initiates a voluntary emissions related recall. The informa- tion is usually sent by the manufacturers to the Agency, review- ed for compliance, summarized, and stored at the Agency's headquarters.
