collection request is approved for three years. When EPA resubmits
the ICR for renewal, it must evaluate, after consulting with
respondents, the burden estimates for reporting and recordkeeping
requirements. EPA should list the names, affiliations, and phone
numbers of the respondents it contacted. As part of its
resubmission, EPA should also update its wage rate estimates and
verify that these estimates are properly loaded to include
overhead, consistent with current EPA and OMB guidelines.

The Federal Insecticide, Fungicide and
Rodenticide (FIFRA) allows EPA to classify a pesticide as
"restricted use" if the pesticide meets certain toxicity or risk
criteria. Restricted use pesti- cides, because of their potential
to harm persons or the envirn- ment, may be applied only by a
certified applicator or someone under the direct supervision of a
certified applicator. In order to become a certified applicator, a
person must meet certain standards of competency. Once approved by
EPA, participating States can implement a certified applicator
program.
On behalf of this Federal agency, I certify that

with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
