Abstract: On August 22, 1997, the Commission issued a Report and Order, FCC 97-279, adopting rules and implementing schedules for closed captioning of video programming, pursuant to section 305 of the Telecommunications Act of 1996. As required by section 713 of the Communications Act of 1934, the Commission established phase- in schedules to increase the amount of closed captioned programming and provided rules for exemptions and a complaint process.
