Abstract: Interim Final Rule: Section 2821 of the National Defense Authorization Act of FY 2000 (Pub. L. 106-65) authorizes DoD to transfer base closure property to LRAs at no cost to stimulate economic redevelopment and long-term job creation. Existing EDC agreements also may be modified due to a change in economic circumstances.s No cost EDC agreements require the LRA to rein- vest proceeds from use of the EDC property, for a 7-year period as documented in an annual financial statement certified by an independent CPA. For rural communities, the Military Department may modify the annual financial reporting requirement.
