This information
collection request is approved for an additional 3 years. If ETA
develops additional guidance on plan modification ETA must submit a
revision to this package for OMB review and approval. ETA must also
continue to encourage & assist states in utilizing the unified
planning process. ETA is commended for developing a fully
electronic reporting option for states that includes electronic
signature capability.

The Workforce Investment Act of 1998
(Public Law 105-220) provides the framework for a network of State
workforce investment systems designed to meet the needs of the
nation's businesses, job seekers, youth, and those who want to
further their careers. Title I requires that States develop
five-year strategic plans for this system. Modifications to the WIA
Title I and Wagner-Peyser Act (29 USC 49g) may be required by WIA
(20 CFR 661-230) or the Wagner-Peyser Act (20 CFR
652.212-214).
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
