FAR provisions
permit submission of information electronically where both the
agency and contractors are capable of electronic interchange. The
Government Paperwork Elimination Act (GPEA) requires that agencies
offer an electronic option by October 2003 where practicable. The
FAR Council should work with agencies to ensure compliance with
GPEA by October 2003.

This regulation sets out the rights of
the Government and organizations contracting with the Government to
data developed under Federal contracts and data developed at
private expense. This will facilitate the use of the public of such
data and promote research, both public and private, through a
uniform policy.
