Abstract: Executive Order 10978 dated December 5, 1996, authorized establishment of an award program to recognize significant contributiuons to the export efforts of the United States. The Secretary of Commerce, with other, is authorized to establish procedures for nominations. The "E Star" was authorized by the Secretary of Commerce in 1969. The application form is the vehicle used to accept nominations and evaluate candidates.
