The Public Notice sets forth the procedural requirements and policies relating to FCC processing of Bell Operating Company (BOC) applications to provide in-region, interLATA services pursuant to 47 USC section 271. These procedures were orignally established in a Public Notice released December 6, 1996 (FCC 96-469) and have been updated several times subsequently.
