The proposed collection would require certain operators of electric power plants in California with an individual unit generating capacity of at least 30 MW or total unit generating capacity of at least 50 MW to file reports about full or partial outages, whether scheduled, forced, or otherwise. Commission staff will use the information to assess causes of generator outages relating to whether wholesale power rates are just and reasonable.
