Abstract: Executive Order 123919 delegates to DOD the authority to require certain contracts and orders relating to approved defense programs be accepted and performed on a preferential basis. As part of the Defense Priorities and Allocations System, DOD uses this authority to help contractors acquire industrial equipment in a timely manner, thereby facilitating development and support of weapon systems and other important defense programs to meet defense requirements in peacetime and in the case of a national emergency.
