The Perishable Agricultural Commodities Act (PACA) was enacted by Congress in 1930 to establish a code of fair trading practices covering the marketing of fresh & frozen fruits and vegetables. It protects growers, shippers, & distributors by prohibiting unfair practices. Restaurants were added as court ruled they were dealers.
