This amendment
to EPA's collection for recordkeeping and periodic reporting of the
production, import, recycling, destruction, transshipment, and
feedstock use of ozone-depleting substances is approved on an
emergency basis until September 30, 2001 in accordance with the
terms of 5 CFR 1320.13. EPA should submit another ICR, following
opportunity for public comment, to extend this collection beyond
Septermber 2001. OMB notes that the underlying collection was
approved (on March 5, 2001) until October 2003. This approval will
remain in effect for the underlying collection until October 2003,
unless it is revised by OMB action on an ICR -- for example, to
request changes in the collection related to promulgation of a
rule. OMB also notes that the March 5, 2001 terms of clearance,
relating in part to compliance with GPEA remain in effect.

Revision of the recordkeeping and
reporting requirements assoc- iated with the regulations under 40
CFR Part 82, Subpart A, re- garding the phaseout of controlled
ozone-depleting substances. The recordkeeping and reporting
requirements are changed to per- mit exempted production and import
of methyl bromide beyond the current 50% limits on baseline levels.
The changes also ensure compliance with the limits and restrictions
established by the Montreal Protocol on Substances that Deplete the
Ozone Layer (Protocol) and Title VI of the Clean Air Act
(CAA).
