surrounding the I-9 program. By its next submission, INS will
examine how to proceed with the I-9 program through: (1) new or
revised regulation, (2) new or revised policy guidance and/or (3)
form revision - in order to clarify the documents needed for this
information collection. If INS wishes to proceed with rulemaking,
it will submit a work plan, which will not exceed a one year
timeframe, for the publication of this rule. If INS wishes to
revise or create policy guidance, it will submit that guidance with
its next submission for OMB review.

The Form I-9 was developed to
facilitate compliance with Section 274A of the Immigration and
Nationality act, as amended by the Immigration Reform and Control
Act of 1986, making employment of unauthorized aliens unlawful and
diminishing the flow of illegal workers in the United
States.
