The CRRR provides relief from per-occurrence notification re- quirements of CERCLA Section 103(a) for hazardous substance releases that are "continuous," and "stable in quantity and rate," and for which notification has been given "for a period sufficient to establish the continuity, quanitity, and regu- larity" of the release.
