On June 24, 1998, the FCC relased a Report and Order, CS Docket No. 97-80, FCC 98-116, In the Matter of Implementation of Section 304 of the Telecommunications Act of 1976; Commercial Availability of Navigation Devices, in which the FCC adopted rules to address the mandate expressed in Section 629 of the Communications Act to ensure the commercial availability of "navigation devices" and the equipment used to access video programming and other services from multichannel video programming systems. The purpose of Section 629 and the R&O is to expand opportunities to purchase this equipment from sources..
