This ICR is approved for three years. Before submitting a renewal ICR, EPA should review the burden of this collection and the other collections associated with NESHAPs for pulp and paper manufacturing facilities in light of its experience implementing these rules to determine whether burden can be reduced by further consolidation or elimination of reporting and recordkeeping requirements.

Respondents are owners or operators of Kraft, Soda, Sulfite, and Stand-Alone Semichemical pulp mills and must submit notifications and reports and maintain records required by the General Provisions (40-CFR Part 63, Subpart A). Recordkeeping of parameters related to process and air pollution control technologies is required. The reports and records will be used to demonstrate compliance with the applicable emission limits and/or standards.
