The EPA is regulating architechural
coating manufacturers and importers under the Authority of Section
183(e) of the Clean Air Act. The Architectural Coatings rule
requires manufacturers and importers of architectural coatings to
submit a one-time initial report, and met labeling requirements.
Optional provisions, such as the recycled coating provision, the
tonnage exemption, and the exceedance fee provision, contain
additional record- keeping, reporting and labeling requirements.
The EPA will use this information to monitor compliance with the
standards.
