Abstract: This regulation promulgates the policies and procedures to improve, develop or finance business and employment and improve the econimic and environmental climate in rural communities, including pollution abastement and control. This is achieved through bolstering the existing private credit structure through guarante of quality loans which will provide lasting community benefits.
