These regulations will provide field
managers with a set of tools that will permit management of fencing
and occupancy, create a review and approval process for new uses
and occupancies. It sets standards of practice for all uses and
occupancies, provide for inspection and enforcement of new and
existing occupancies, provide for appeals and incorporate criminal
penalties. Also, it will make maximum use of existing state and
Federal regulatory requirements and complements the existing
surface management regulations found at 43 CFR 3802 and
3809.
