Abstract: The application form and other information collection requirements in the proposed rule are necessary to the implementation of the new system to process applications for permanent alien employment certification. The new system is expected to yield a large reduction in the average time needed to process labor certification applications and to eliminate the need to periodically institute special, resource intensive efforts to reduce backlogs which have been a recurring problem.
