On or before the
date of publication of the final rule in the Federal Register, DOL
shall submit the final rule containing the collection of
information to OMB. In accordance with 5 CFR Part 1320.11(f), DOL
will explain how the collection of information contained in the
final rule responds to any comments received from OMB or the
public.

The application form and other
information collection requirements in the proposed rule are
necessary to the implementation of the new system to process
applications for permanent alien employment certification. The new
system is expected to yield a large reduction in the average time
needed to process labor certification applications and to eliminate
the need to periodically institute special, resource intensive
efforts to reduce backlogs which have been a recurring
problem.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
