Upon resubmission, INS will report on the status of electronic submission capabilities of the Change of Address Form (AR-11, OMB No. 1115-0003). If INS does not provide for the option of electronic submission, it must justify allowing for only paper- based submissions. Similarly, upon resubmission, INS will report on the status of interoperability between SEVIS and the NSEERS system (ENFORCE and IDENT). Under this information collection, student must submit changed information to the INS both through SEVIS and individual submissions (i.e. individual AR-11s). If this requirement is maintained, INS must justify the need for this duplicative reporting. Further, upon resubmission, DOJ/INS will reexamine the estimated number of respondents and the cost and time burden to these respondents and the federal government. In addition, by September 1, 2002, DOJ/INS will resubmit the AR-11 (OMB No. 1115-0003) with revisions to the current instructions, noting the specific P.O. Box to which the form must be sent, if completed for a nonimmigrant subject to special registration. Finally, DOJ/INS will meet with OMB by August 16, 2002 to discuss future plans for the entry-exit system as a whole.
