The Bureau of Land Management (BLM) uses the information to determine if an applicant meets the requirement of Section 209(b) of the Federal Land Policy and Management Act (FLPMA) of 1976, 43 U.S.C. 1719(b). The Act authorized the Secretary of the Interior to convey Federally-owned mineral interests to the owners of the surface estate overlying the mineral interests.
