Section 3005 of Subtitle C of the
Resource Conservation and Recovery Act (RCRA) requires owners or
operators of a facility that treats, stores, or disposes of
regulated wastes to obtain a permit. To obtain the permit, the
owner or operator must submit an application describing the
facility's operation. The RCRA permit application has two parts;
Part A and Part B. Part A defines the processes to be used for
treatment, storage, and disposal of hazardous wastes, the design
capacity of each pro- cess, and the specific hazardous wastes to be
managed.

1320.8(b)(3).
