The Commission, in recognition of the particular difficulties facing smaller wireless carriers, grants a temporary stay, to non-nationwide carriers who filed petitions for waiver, of the Enhanced 911 Phase II interim handset and network upgrade compliance deadlines. In order to monitor implementation progress and to keep the Commission abreast of any implementation problems, a quarterly reporting burden is placed on medium-sized carriers, and a one time reporting requirement is placed on small carriers during the stay period.
