47 CFR Parts 64 and 68 of the
Commission's rules contain procedures for avoiding unwanted
telephone solicitations to residences, and to regulate the use of
automatic telephone dialing systems, artificial or prerecorded
voice messages, and telephone facsimile machines. In this NPRM, the
Commission seeks comment on whether this recordkeeping requirement
continues to be the best means of preventing unwanted telephone
solicitations.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
