Approved consistent with memos dated 2/6/03 and 2/8/03 and the conference call of 2/3/03. Clearance is given for the field test only; ED must submit a full request under the PRA for the full- scale study. That request should include changes to the protocol or study questions based on the field test, and results from the incentive experiment. OMB will waive the 60-day public comment period (Federal Register notice) for the full scale study. ED will submit a detailed breakdown of the budget for this study as soon as possible in order to facilitate continuing discussions about contract costs for ED studies. Cost breakdowns for studies should be provided in the supporting statement, with as much detail about line items as possible, in future ED submissions. ED and OMB will convene a meeting in the near future to discuss these cost considerations for large-scale contracts.

The 2004 National Postsecondary Student Aid Study is being conducted to meet the continuing need for national-level data about significant financial aid issues for students enrolling in postsecondary education. Information about financial aid policies and postsecondary affordability is critical to policymakers who determine the need analysis formulas for Pell Grants, maximum amounts for student loans and other need-based federal programs, and estimate the continuing and future burden that ensuring federal aid places on the Federal Government. For the first time this study will also collect representative data..
