On February 2, 1999, the FCC released a Report and Order. FCC 99-14 In which the Commission addressed its methods for determining whether a consumer is receiving an adequate television network signal under the 1988 Satellite Home Viewer Act. In the First Report and Order, FCC 00-185, the FCC prescribe an improved point-to-point predictive model, Individual Location- Longley-Rice (ILLR), for determining the ability of individual locations to receive over-the-air TV broadcast signals.
