This collection
is considered to be improperly submitted because FNS did not
address the existing terms of clearance in their submission, and
repeated efforts to obtain information have not been successful.
FNS shall resubmit the collection, along with an explanation of
what burden shift has occured (and an accounting of which packages
have taken on more burden, how many respondents and how many burden
hours for each package, etc). FNS shall set up a meeting with OMB
to discuss outstanding issues related to this collection--
including the failure to comply with previous terms of clearance
agreed to at the last clearance and potential changes that were
made to the collection after OMB approval.
