This regulation, developed by the
Bureau of Export Administration in consultation with other Federal
agencies, implements the Administration's new encryption policy
announced on July 17, 2000 The new policy amends the Export
Administration Regulations (EAR) by liberalizing the licensing
policy for exports and reexports of any encryption Exception items
to European Union (EU) member States, Austrailia, Czech Republic,
Hungary, Japan, New Zealand, Norway, Poland and Switzerland under
license Exception ENC, as well as to foreign subsidiaries or
offices of firms, organization and governments headquartered in
these countries, except for.....
