Abstract: Based on evaluation questions in the authorizing legislation, this evaluation will document implementation of the Voluntary Public School Choice program and establish baseline data on student achievement. The purposes are to provide information that helps determine whether to modify or extend the VPSC concepts; identifies promising practices and lessons learned; and provides insights about public school choice.
