has provided justification in the DHS memo dated 1/14/04 for
retaining the current procedures for submitting information and the
fee to DHS/CBP. A 24 month clearance is provided for DHS to build
an electronic submission capacity into its systems. Upon
resubmission, DHS will either (1) allow for the electronic
submission of this information and fee or (2) provide a timeframe
for permitting such electronic submissions. DHS will also respond
to the public comments received on this information collection in a
timely fashion.

The Harbor Maintenance Fee was
established by the Water Resources Development Act of 1986. It is
collected by CBP and used by the Army Corps of Engineers to
contribute to the operation and maintenance of certain U.S.
channels and harbors.
