The information collected under FERC-716A is used by FERC to implement the statutory provisions of Section 211 of the Federal Power Act as amended by the Energy Policy Act of 1992. Section 211, as amended allows any electric utility, Federal power mar- keting agency or any other person generating electric energy for sale or resale to apply for an order requiring a transmitt- ing utility to provide transmission service to the applicant.
