Motor carriers are required to
complete and submit to the FMCSA a Motor Carrier Identification
Report before beginning to operate. The Form MCS-150 is used to
apply for the required DOT number, and must be updated biennially.
The MCS-150A a safety certification, is also required by "new
entrants" in interstate commerce. An SNPRM "Federal Motor Carrier
Safety Regulations: Hazardous Materials Safety Permits" will add
797 intrastate carriers to the population of carriers required to
complete the MCS-150.
On behalf of this Federal agency, I certify that
